The European Union has made a major policy shift, announcing on December 16, 2025, plans to relax its strict 2035 ban on new combustion-engine vehicles. Instead of requiring a full 100% reduction in tailpipe CO2 emissions (effectively banning petrol, diesel, and most hybrids), the new proposal sets a 90% reduction target from 2021 levels.

 

Why the Change?

Pressure from major automakers (like Volkswagen, BMW, and Stellantis) and countries such as Germany and Italy highlighted challenges: slowing EV sales (only about 16-25% market share in 2025), high costs, limited charging infrastructure, and tough competition from affordable Chinese EVs. The revised rules allow flexibility—manufacturers can offset the remaining 10% emissions using low-carbon "green" steel, synthetic e-fuels, or sustainable biofuels. This keeps the door open for plug-in hybrids, range-extenders, and efficient internal combustion engines beyond 2035.
